H.R. 3653 — ON TIME Act

This section requires air carriers providing scheduled passenger air transportation to immediately notify affected passengers of delays resulting from maintenance or crew rest issues (with no replacement aircraft or crew available) by providing an estimated duration or, if unavailable, stating no estimate is available and updating passengers as soon as possible. Notices must be provided (1) via airport public address announcements, (2) on display boards at or near the affected gate, and (3) through direct notifications via text, email, or the carrier's mobile application, as applicable.
