H.R. 3670 — IHS Provider Expansion Act

This section establishes within the Indian Health Service an Office of Graduate Medical Education Programs to (1) create a pipeline for health care professionals, paraprofessionals, and other health-related professionals to participate in residency and fellowship programs; (2) oversee existing programs at Indian Health Service facilities, facilitate new programs to support recruitment and retention, and serve as the central hub for such programs; (3) consult or coordinate with academic institutions; and (4) coordinate medical student, elective, rotational, and education track programs. (As background, the Indian Health Service provides health care to American Indians and Alaska Natives and faces ongoing challenges with recruitment and retention of health professionals.) The section further requires the Secretary of Health and Human Services, in consultation with the Secretaries of Veterans Affairs and Labor and the Administrators of the Health Resources and Services Administration and Centers for Medicare & Medicaid Services, to establish an interagency working group to support implementation and long-term sustainability of the office, with quarterly reports to Congress beginning 120 days after enactment and termination of the working group 10 years after enactment. The section authorizes appropriations of at least $4 million for FY2027 and each fiscal year thereafter.
