This section states congressional findings on the global and U.S. prevalence, costs, and impacts of Alzheimer’s disease and dementia, including nearly 60 million current cases worldwide (projected to exceed 150 million by 2050), annual global economic costs exceeding $1.3 trillion, projected U.S. cases of 12.7 million by 2050 costing nearly $1 trillion annually, disproportionate effects on women and minorities, rapid growth in low- and middle-income countries (over 70% of cases), and the Davos Alzheimer’s Collaborative’s plan to raise and deploy over $700 million over six years.
This section establishes U.S. policy to lead global cooperative efforts to combat Alzheimer’s disease and dementia, including in low-income and middle-income economies (as defined by the World Bank) that represent the majority of future cases, and to lead multilateral health initiatives—including the Davos Alzheimer’s Collaborative—to develop diagnostics and treatments for diverse populations worldwide, promote international development cooperation, and provide leverage and burden sharing for U.S. investments.
This section authorizes United States participation in, and contributions to, the Davos Alzheimer’s Collaborative (DAC) to advance international efforts to prevent, diagnose, and treat Alzheimer’s disease and dementia. It (1) authorizes the President to designate a qualified federal employee from the primary contributing agency to serve on DAC’s Advisory Council and, if nominated, its Board of Directors, with required coordination among the USAID Administrator, Secretary of State, and Secretary of Health and Human Services; (2) authorizes specified funds under the Foreign Assistance Act of 1961 for DAC contributions, subject to a matching requirement under which U.S. funds may be obligated only to the extent DAC secures non-U.S. funding and U.S. contributions do not exceed 33% of total DAC funding during FY2026 through FY2030; and (3) requires the President to submit to designated congressional committees (i.e., House and Senate Foreign Affairs/Foreign Relations and Appropriations Committees) a report within 180 days of enactment, and annually thereafter, describing planned U.S. financial contributions, U.S. governance participation, all contributions to DAC, and alignment with U.S. Alzheimer’s and global health programs.
