H.R. 3679 — Small Business Artificial Intelligence Advancement Act

This section amends Section 22A of the National Institute of Standards and Technology Act (15 U.S.C. 278h-1) by redesignating subsection (h) as subsection (i) and inserting a new subsection (h). The new subsection directs the NIST Director, subject to appropriations and in carrying out the existing computer security research partnership program, to develop or identify and disseminate resources on artificial intelligence (AI) for small business concerns (as defined in section 3 of the Small Business Act, 15 U.S.C. 632). Such resources—which may include technical standards, best practices, benchmarks, methodologies, procedures, or processes to support AI understanding, adoption, and integration—must be generally applicable; promote basic understanding and proper use cases; include case studies across business sizes and types; be technology-neutral and suitable for small businesses; be based on applicable international voluntary standards and consistent with the Stevenson-Wydler Technology Innovation Act of 1980 (15 U.S.C. 3701 et seq.); and reference existing federal resources (e.g., NIST risk management, privacy, and cybersecurity frameworks; national cybersecurity awareness program under 15 U.S.C. 7443). The Director must review and update the resources not later than two years after enactment and every two years thereafter; coordinate dissemination with the Small Business Administration through its resource partners; ensure voluntary use; and submit a report to the House Committee on Science, Space, and Technology and Senate Committee on Commerce, Science, and Transportation not later than four years after enactment describing the resources (including updates), feedback from users and distributors, and recommendations for further congressional action.
