This section establishes an Animal Cruelty Crimes Taskforce within the Federal Bureau of Investigation to investigate and enforce federal laws prohibiting animal cruelty under Department of Justice jurisdiction, including dogfighting, cockfighting, crush videos, and similar conduct. The Taskforce must produce training materials for local law enforcement on investigating and detecting such crimes; coordinate with the Department of Agriculture, its Office of Inspector General, the United States Marshals Service, U.S. Customs and Border Protection, and other agencies as appropriate; and submit to Congress, one year after enactment and annually thereafter, a report on the previous year's charges filed (disaggregated by law, state, and convictions) and investigations for which no charges were filed.
