H.R. 3690 — Securing Innovation in Financial Regulation Act

This section requires the Securities and Exchange Commission (SEC) to establish, within 180 days of enactment, a committee known as the Strategic Hub for Innovation and Financial Technology (FinHub) to support engagement on emerging technologies in the financial sector. FinHub, composed of SEC staff from relevant divisions (e.g., Division of Trading and Markets, Division of Corporate Finance, and Division of Investment Management) as determined by the SEC, must (1) serve as a resource for the SEC on emerging financial technology advancements; (2) engage with market participants working on such technologies; and (3) facilitate communication between the SEC and businesses in emerging financial technology fields regarding SEC rules and regulations. Beginning October 31, 2026, FinHub must submit an annual summary of its activities to the SEC (excluding confidential information) for inclusion in the SEC's annual report to Congress.

This section establishes LabCFTC within the Commodity Futures Trading Commission (CFTC)—previously an informal innovation lab focused on financial technology (fintech)—with specified purposes of promoting responsible fintech innovation and fair competition, serving as an information platform on new technologies, and providing outreach to innovators on the CEA's regulatory framework. LabCFTC is led by a director appointed by and reporting directly to the CFTC (notwithstanding standard staff reporting requirements) and performs duties that include (1) advising the CFTC on fintech-related rulemakings and actions, (2) providing internal education and training on fintech, (3) identifying fintech to enhance CFTC oversight, (4) engaging with academia and professionals on relevant issues, (5) informing emerging technology workers about CFTC rules and registered futures associations, and (6) encouraging feedback on potential regulatory issues. LabCFTC must submit an annual report to the House and Senate Agriculture Committees not later than October 31 of each year after 2025—including data on meetings, issues discussed, service improvements, recommendations, and other information while complying with CEA confidentiality requirements—and the CFTC must maintain records of LabCFTC public engagements and protect confidential information received. Conforming amendments to CEA Section 2(a)(6)(A) clarify the director's direct reporting to the CFTC. The CFTC must implement these provisions within 180 days of enactment.
