H.R. 3702 — Extreme Heat Economic Study Act of 2025

This section directs the Under Secretary of Commerce for Oceans and Atmosphere, acting through NOAA's Climate Program Office and in coordination with the National Integrated Heat Health Information System, to conduct an economic impact study quantifying the financial costs of extreme heat, including loss of life and property. The study must (1) evaluate health impacts such as mortality and morbidity using standard valuation methodologies, and property damage to the extent practicable; (2) account for factors including medical assistance costs, insurance claims, labor productivity losses, business interruptions, critical infrastructure impacts, energy costs, and agricultural losses; (3) solicit feedback from specified federal agencies (e.g., CDC, USDA, FEMA), non-federal partners, and others; and (4) provide recommendations for a national system to track health care costs, improve heat death reporting, and measure productivity losses. Not later than four years after enactment, the Under Secretary must publish a report on HEAT.gov, authorize its public use including in a peer-reviewed journal, and may conduct the study via an external organization such as the National Academies; $3.5 million is authorized to carry out this section.
