H.R. 3705 — Fog Observations and Geographic Forecasting Act

This section directs the Under Secretary of Commerce for Oceans and Atmosphere to conduct a project to improve forecasts of coastal marine fog, with the goal of enhancing vessel safety and reducing the economic impact of such events through (1) increasing marine-based observations via federal platforms, commercial data, buoys, meteorological stations, stationary or drifting instruments, vessels, unmanned systems, remote sensing, and advanced algorithms; (2) advancing modeling coverage, resolution, skill, accuracy, and marine channel forecasts; (3) improving communication of National Oceanic and Atmospheric Administration marine fog advisories; (4) communicating risks to maximize public decision-making; and (5) providing actionable decision support services. The Under Secretary must engage public and private stakeholders as well as Indian tribes (as defined in 25 U.S.C. 5304) in project planning, development, and implementation. Not later than one year after the date of enactment, the Under Secretary must develop a project plan detailing necessary research, development, technology transfer activities, resources, and timelines.
