H.R. 3717 — Golden Mussel Eradication and Control Act of 2025

This section establishes a golden mussel demonstration program under the Aquatic Nuisance Species Task Force (i.e., the federal interagency body that coordinates prevention, monitoring, control, and research for invasive aquatic species in U.S. waters). The program, developed in partnership with state and local entities, port authorities, industry, institutions of higher education, and nonprofits, requires (1) research and development on golden mussel biology, environmental tolerances, ecosystem effects, and control technologies; (2) tracking, early warning systems, and control/eradication methods and plans for areas such as derelict vessels, public infrastructure, fish screens, waterways, and boat hulls; (3) technical assistance to regional, state, and local entities; and (4) implementation in the Sacramento-San Joaquin Delta and other infested or at-risk U.S. waters. It further directs the Task Force to make related information available to states, localities, and ports; develop control and eradication guidelines, including watercraft inspection stations, within one year of enactment; establish a competitive grant program for state/local entities, institutions of higher education, nonprofits, and industry to develop control technologies and advance biological/containment research, with authority for technology transfer agreements; coordinate and delegate implementation to qualified entities; and authorizes $15 million annually for FY2026 through FY2030.
