H.R. 3720 — HOME Act of 2025

This section revises Department of Veterans Affairs (VA) guidance to lenders on the sufficiency of veterans’ residual income for VA-guaranteed home loans by (1) adding nonprofit financial service organizations to the list of entities whose guidelines the Secretary must consider when developing residual income tables, and (2) requiring the Secretary to coordinate with nonprofit organizations that advocate for veterans to offer voluntary financial counseling to veterans purchasing homes using such loans.

This section establishes a database of residences for sale that have been adapted for disabled veterans under the Specially Adapted Housing program (i.e., VA grants to acquire or modify homes with special fixtures for veterans with severe service-connected disabilities such as loss or loss of use of limbs or blindness), if the seller elects inclusion. The Secretary of Veterans Affairs must make the database available to eligible disabled veterans interested in purchasing such a residence.

This section directs the Secretary of Veterans Affairs to conduct outreach to veterans residing in U.S. territories (e.g., Puerto Rico, Guam) regarding their eligibility for benefits under this section, which authorizes specially adapted housing grants and related assistance under 38 U.S.C. ch. 21 for certain active duty servicemembers with service-connected disabilities and eligible individuals residing abroad.
