This section deems qualified color additives (i.e., Citrus Red No. 2, Orange B, or substantially similar additives, as defined in new section 201(t) of the FD&C Act) unsafe for use in or on food, and any food containing them adulterated under FD&C Act section 402(c), beginning December 31, 2025, notwithstanding their current listing and certification (or exemption) under section 721(a); and deems covered color additives (i.e., Red No. 40, Yellow No. 5, Yellow No. 6, Green No. 3, Blue No. 1, Blue No. 2, or substantially similar additives) unsafe for such use, and any food containing them adulterated, beginning December 31, 2026. (Thus, after these dates, foods containing these synthetic color additives—currently approved for food use by FDA—will be prohibited from introduction or sale in interstate commerce.)
