H.R. 3728 — Language Access in Transit Act

This section requires the Secretary of Transportation to take affirmative action to ensure that all recipients of financial assistance under chapter 53 of title 49, United States Code (i.e., federal public transportation programs), provide meaningful language access to services for persons who are limited English proficient. (As background, current law prohibits discrimination on the basis of race, color, religion, national origin, sex, disability, or age in such programs.) It also expands the triggers for the Secretary's enforcement actions—including withholding further assistance and referral to the Attorney General—to encompass noncompliance with this new language access requirement in addition to existing nondiscrimination prohibitions.
