H.R. 3730 — FARE Act

This section directs the Chairman of the Surface Transportation Board to establish an advisory committee on rail electrification to study barriers to rail electrification, including research and development needs to mitigate such barriers. Committee membership must represent a balance of interested parties, including passenger railroads, freight railroads, electric utilities, electric equipment manufacturers, rail equipment manufacturers, state governments, and relevant federal agencies. Not later than 2 years after enactment, and biennially thereafter until the committee's termination 10 years after enactment, the Chairman must submit reports on the committee's study and recommendations to the House Committee on Transportation and Infrastructure and the Senate Committee on Commerce, Science, and Transportation.
