H.R. 3735 — IG Act of 2025

This section establishes an Office of Inspector General (IG) for the Executive Office of the President (EOP)—previously not an "establishment" under the Inspector General Act of 1978 (5 U.S.C. ch. 4), which authorizes independent IG offices in specified executive departments and agencies to promote economy and efficiency and detect waste, fraud, and abuse—by adding EOP to that definition and designating the President as its head; and requires the President to appoint an IG within 90 days of enactment. The section further limits removal of presidentially appointed IGs (including those for establishments under 5 U.S.C. §403) and designated federal entity IGs (under §415) to instances of inefficiency, malfeasance, or neglect of duty (thus, from at the pleasure of the appointing authority to for cause only), excluding IGs of independent agencies (e.g., Federal Energy Regulatory Commission, Nuclear Regulatory Commission).
