H.R. 3737 — Tiananmen Massacre Transparency and Accountability Act

This section declares congressional findings on the 36th anniversary of the Tiananmen Square crackdown (June 4, 2025), including the Chinese government's censorship of the event in China and suppression of commemorations in Hong Kong; arrests of vigil organizers such as Chow Hang-tung, Jimmy Lai, Joshua Wong, Gwyneth Ho, and Lee Cheuk-yan; U.S.-based efforts to silence critics per Department of Justice indictments; the estimated 1 million participants in 1989 pro-democracy protests across Beijing and 400 other cities; the lack of acknowledgment or apology for deaths and injuries; prior U.S. congressional commemorations; and existing authorities under Section 7031(c) of the Consolidated Appropriations Act, 2024 (as carried forward), and INA §212(a)(3)(C) for denying entry to human rights violators or those posing adverse foreign policy consequences.

This section states the policy of the United States to—(1) mark the significance of the 1989 Tiananmen Square demonstrations and massacre and their impact on U.S.-China relations; (2) create strategies to address Chinese Communist Party censorship and restrictions on news and information; (3) seek the release of Jimmy Lai and others jailed for Tiananmen vigils; (4) use existing sanctions to hold accountable PRC officials for censorship targeting U.S. technology platforms and citizens; (5) protect U.S. citizens and legal residents from PRC intimidation or harassment related to Tiananmen commemorations or calls for democratic reforms in China; (6) pursue U.S. criminal prosecutions against the PRC government and its agents for transnational repression of U.S. persons; (7) raise with PRC officials the benefits to U.S.-China relations of transparency and ending censorship, including on the Tiananmen Massacre; and (8) use U.S. voice, vote, and influence at the United Nations to address PRC censorship and transnational repression, condemn such activities targeting U.S. persons, and seek Working Group on Arbitrary Detention decisions on relevant cases.

This section states the sense of Congress that the Librarian of Congress should work with nongovernmental organizations, such as the Victims of Communism Memorial Foundation and June 4th Memorial Association, to stage in-person and online exhibits showcasing the history of the Tiananmen protests, highlighting stories of Tiananmen Massacre survivors who are now U.S. citizens, and demonstrating the enduring legacy of the pro-democracy demonstrations and their violent suppression on U.S.-People's Republic of China relations.
