This section makes the contents of the Firearms Trace System database—maintained by the National Trace Center of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF)—discoverable via subpoena or other legal process, admissible as evidence, usable or disclosable in any manner, and the basis for testimony or other evidence on the same basis as other information in civil actions in any state (including the District of Columbia) or federal court or in administrative proceedings. (As background, the database contains records of firearm traces requested by law enforcement agencies to identify the manufacture, purchase, and possession history of crime guns.)
