H.R. 3741 — Closing Bribery Loopholes Act

This section revises the definition of "official act" in the federal bribery statute (18 U.S.C. § 201) to include (A) any act within the range of official duty, as well as any decision, recommendation, or action on any question, matter, cause, suit, proceeding, or controversy pending or that may by law be brought before a public official in an official capacity or place of trust or profit; and (B) a single act, more than one act, or a course of conduct to effect the official act, regardless of whether it achieves the desired outcome. (Thus, the revision broadens the scope of conduct that qualifies as an official act for bribery prosecutions.)
