H.R. 3743 — Supporting Healthy Mothers and Infants Act of 2025

This section amends the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)—which provides supplemental foods, nutrition education, and health care referrals to low-income pregnant, breastfeeding, and postpartum women and children under age five at nutritional risk—by (1) replacing references to "drug abuse" or "substance abuse" with "substance use disorder" throughout multiple subsections, with related terminology updates such as "dangers of drug abuse" to "harm of substance use during pregnancy and lactation," "drugs" to "illicit or other harmful substances," and "drug abuse professionals" to "resources"; (2) adding a new subsection (l) directing the Secretary of Agriculture to develop and disseminate evidence-based nutrition education materials in collaboration with the Secretary of Health and Human Services for WIC-eligible individuals impacted by substance use disorder—including those during pregnancy and postpartum and infants affected by prenatal substance exposure or neonatal abstinence syndrome—conduct outreach to potentially eligible individuals, and establish an online clearinghouse for such materials; (3) authorizing $1,000,000 for FY2026 to carry out the new subsection, to remain available until expended; and (4) redesignating subsequent subsections and making conforming cross-reference updates.
