H.R. 3747 — AADAPT Act

This section revises the definition of eligible entity for Project ECHO grants (i.e., grants to support technology-enabled collaborative learning and capacity building models, such as tele-mentoring, to improve health care delivery in rural, frontier, health professional shortage, and medically underserved areas and populations) to include entities serving Native Americans and those capable of leading such models; and, for a new grant category, public or nonprofit entities leading models focused on Alzheimer’s disease and related dementias. The section establishes a new Project ECHO grant program under subsection (b)(2), to be awarded not later than one year after enactment, for eligible entities to evaluate, develop, and expand such models among primary care providers in underserved areas and populations in order to improve provider retention and access to early diagnosis and quality care for Alzheimer’s disease and related dementias. The section revises grant application requirements to include plans for assessing program effects on patient outcomes and providers, and—for the new Alzheimer’s grants—assurances that funds will supplement, not supplant, other funding; updates grantee reporting to require submission by Alzheimer’s grant recipients to the Advisory Council on Alzheimer’s Research, Care, and Services; and directs the Secretary to submit an updated report on the program to specified congressional committees four years after enactment of the new grants. The section authorizes appropriations of $10 million annually for FY2022 through FY2032 for the program excluding the new Alzheimer’s grants, and $1 million annually for FY2027 through FY2032 for the new grants.
