H.R. 3750 — FORCE-FIT Act

This section establishes a five-year pilot program under the TRICARE program (i.e., the Department of Defense health care program for uniformed service members and certain others) under which the Secretary of Defense provides continuous glucose monitoring technology to covered active duty members—those diagnosed with prediabetes, type 2 diabetes not requiring insulin, gestational diabetes, or who are overweight or obese—to assess effects on member health and force readiness. Covered members assessed as partially medically ready or not medically ready under the Individual Medical Readiness program (i.e., DoD program tracking medical deployability per DoDI 6025.19, or successor) must participate; the Secretary must provide metabolic health information, education, and services to improve readiness; and military department medical professionals must receive in-person training with shared resources across departments. Health data collected may be used only for the pilot (including GAO access), TRICARE care, or Individual Medical Readiness assessments; may not be used for medical separations or discharges under 10 USC ch. 61; and nongovernmental entities providing monitors or services may not retain rights to, use beyond authorized purposes, or keep such data post-use. Not later than three years after commencement, the Comptroller General must report to the House and Senate Armed Services Committees on readiness rate changes from 2025 levels and recommendations, with a final report at five years assessing those recommendations and whether to extend the pilot; the Secretary must submit a five-year report on program use, efficacy, force readiness effects, and recommendations.
