This section establishes a grant program administered by the Secretary of Transportation to fund eligible entities—including states, Indian Tribes, and units of local government (including public agencies controlling public airports)—for highway, public transportation, or passenger rail projects that connect to a public airport, are on or within 5 miles of the airport, and reduce congestion, expand capacity, provide access to under-connected areas, or rehabilitate infrastructure (e.g., bridges, tunnels, rolling stock). Of amounts appropriated annually, the Secretary must allocate at least 50% to projects connecting large hub airports and at least 30% to those connecting medium hub airports (both as defined in 49 U.S.C. §47102). The federal share is determined under 23 U.S.C. §120 (generally 80% or 90% of costs, up to 95% in certain states); eligible entities may apply passenger facility charges or specified TIFIA credit assistance toward the non-federal share. This section authorizes $1 billion annually for FY2027 through FY2031 from the Highway Trust Fund (excluding the Mass Transit Account).
