H.R. 3760 — Charles B. Rangel Congressional Gold Medal Act

This section states congressional findings on the life and career of former Representative Charles B. Rangel, including (1) his Korean War service in the 503rd Field Artillery Battalion, where he led 40 encircled soldiers to safety despite shrapnel injuries and received the Bronze Star with Valor and Purple Heart; (2) his education using the G.I. Bill (B.S. from New York University and J.D. from St. John's University); (3) his legal roles, marriage to Alma Carter lasting over 60 years, and family; (4) his New York State Assembly service and role in the "Gang of Four"; and (5) his U.S. House tenure from 1971 through 23 reelections, including founding the Congressional Black Caucus, chairing the Select Committee on Narcotics, authoring the African Growth and Opportunity Act and related trade programs (e.g., Haiti HOPE-HELP, Caribbean Basin Initiative), and supporting programs such as the Earned Income Tax Credit and Low-Income Housing Tax Credit.

This section authorizes the posthumous presentation of a Congressional Gold Medal of appropriate design to Charles B. Rangel, on behalf of Congress, in recognition of his contributions to the United States and achievements in paving the way for equality for people of all backgrounds, regardless of demographic or economic class. The Secretary of the Treasury shall strike the medal, which shall bear Rangel's image and name along with suitable emblems, devices, and inscriptions; following presentation by the Speaker of the House and President pro tempore of the Senate, the medal shall be given to his children, Steven Rangel and Alicia Rangel.

This section authorizes the Secretary to strike and sell bronze duplicates of the gold medal authorized under section 3 at a price sufficient to cover the costs of the medals, including labor, materials, dies, use of machinery, and overhead expenses.

This section designates medals struck under this Act as (1) national medals for purposes of 31 U.S.C. ch. 51 and (2) numismatic items for purposes of 31 U.S.C. §§ 5134 and 5136. (Thus, such medals are subject to Mint authorities for design, production, and sale of national medals and numismatic items (i.e., collectible coins and medals), with related receipts deposited into the United States Mint Public Enterprise Fund—a revolving fund covering all Mint operations without fiscal year limitation.)

This section authorizes the charging of necessary amounts against the United States Mint Public Enterprise Fund to pay the costs of medals struck under this Act and requires deposit of proceeds from the sale of duplicate bronze medals authorized under section 4 into that fund.
