H.R. 3767 — Health Professionals Scholarship Program Improvement Act of 2025

This section requires the Secretary of Veterans Affairs to offer each participant in the Health Professionals Scholarship Program (i.e., a program providing scholarships to students pursuing health care professions in exchange for obligated service as VA employees) a contract for full-time employment in the participant's profession at a Department facility with the highest need, as determined by the Secretary, no later than 90 days after the later of the participant's course completion or obtaining required licensure, certification, or credentialing to practice independently. (Thus, the contract must include a competitive salary and benefits package consistent with Department standards.) This section also directs the Secretary to submit reports to the congressional Committees on Veterans' Affairs on implementation of this requirement, initially no later than 180 days after enactment of the underlying Act and every 180 days thereafter through September 30, 2027.

This section revises 38 U.S.C. 1715 to prohibit smoking on the premises of any Veterans Health Administration (VHA) facility by any person (i.e., veteran, patient, resident, Department employee, contractor, or visitor), replacing prior authority for the Secretary to furnish tobacco to veterans receiving hospital or domiciliary care. It defines “smoke” to include combustion or heating of tobacco and use of electronic nicotine delivery systems (e.g., e-cigarettes, vape pens, e-cigars) and “facility of the VHA” to include land or buildings under VA jurisdiction and VHA control (e.g., medical centers, nursing homes, domiciliary facilities, outpatient clinics, readjustment counseling centers).
