H.R. 3772 — Defense Shipyard Workforce Housing Act of 2025

This section directs the Secretary of Defense, in coordination with the Secretary of the Navy and the Director of the Office of Industrial Policy, to conduct a study assessing the feasibility, costs, and benefits of providing apartment-style or dormitory housing for civilian workers at covered naval shipyards. The study must address (1) estimated costs of constructing, maintaining, or leasing such housing; (2) potential economic and workforce benefits, including recruitment and retention; (3) implementation feasibility at various shipyard locations; (4) operational effects on worker availability, morale, and commuting; (5) options for deducting rent or housing fees from paychecks and related implications; (6) comparisons to similar Department of Defense or federal workforce housing models; and (7) case studies with data from at least two covered shipyards. Not later than 18 months after enactment, the Secretary must submit a report on the study to Congress. Covered naval shipyards are Norfolk Naval Shipyard (Virginia), Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (Hawaii), Portsmouth Naval Shipyard (Maine), and Puget Sound Naval Shipyard and Intermediate Maintenance Facility (Washington).
