H.R. 3775 — AI Training Extension Act of 2025

This section revises Section 2 of the Artificial Intelligence Training for the Acquisition Workforce Act (P.L. 117-207; 41 U.S.C. 1703 note)—originally requiring the Office of Management and Budget (OMB) Director to establish artificial intelligence (AI) training for the federal acquisition workforce—to shift program administration to the General Services Administration (GSA) Administrator and expand coverage as follows: (1) Broadens required training to employees serving in acquisition positions (i.e., those listed in 41 U.S.C. 1703(g)(1)(A)), management official positions (per 5 U.S.C. 7103(a)), supervisor positions (per 5 U.S.C. 7103(a)), and data or technology positions (i.e., those in the Mathematical Sciences Group or Information Technology Group per the Office of Personnel Management); (Thus, the program now reaches beyond acquisition personnel to key management, supervisory, and tech roles across executive agencies.) (2) Updates training content to cover AI capabilities and risks; OMB guidance under the AI in Government Act of 2020 (P.L. 116-260; 40 U.S.C. 11301 note), and sections 7224 and 7225 of the Advancing American AI Act (subtitle B of title LXXII of P.L. 117-263; 40 U.S.C. 11301 note); what AI is and its potential benefits and risks to the federal government; considerations for AI development, deployment, and management by executive agencies; and the role of data in AI; and requires incorporating participant feedback and best practices established by the GSA Administrator; (3) Permits the GSA Administrator to incorporate the AI training into existing programs, including those under 5 U.S.C. 4103; and (4) Requires the GSA Administrator to establish a feedback mechanism for participants. This section also amends the Act's short title to the Artificial Intelligence Training Act, with references in law and records construed accordingly.
