H.R. 3784 — Farmers Feeding America Act of 2025

This section extends USDA authority to purchase commodities for the Emergency Food Assistance Program (TEFAP) through FY2030 (from FY2023); adds $500 million annually for FY2026 through FY2030 to the inflation-adjusted base amounts; and revises commodity purchase amounts for FY2030 and subsequent fiscal years to incorporate the new $500 million add-on (previously based on FY2023 levels). (TEFAP provides nutritious USDA commodities to states for distribution by emergency feeding organizations such as food banks to serve low-income individuals.)

This section amends the administration of commodities under the Emergency Food Assistance Program (TEFAP) by (1) directing the Secretary, at the request of a geographically isolated state (i.e., Alaska, Hawaii, Puerto Rico, Northern Mariana Islands, U.S. Virgin Islands, or Guam), to coordinate alternative delivery options—including access to the Department of Defense Fresh Fruit and Vegetable Program—and to transfer cash equal to up to 20% of the state's allocated commodities for direct procurement of domestically grown food; and (2) authorizing the Secretary, when procuring fresh produce packages for TEFAP, to consider factors beyond lowest price (e.g., product variety and transportation distance) while maximizing the amount of nutritious food provided.
