H.R. 3793 — Minority Entrepreneurship Grant Program Act of 2025

This section establishes definitions for nine terms used in the Act, including (1) "student entrepreneur" as a minority student enrolled at a minority-serving institution or historically Black college or university who is seeking to establish or develop a business; (2) "Program" as the grant program established under section 3(a); and (3) "Board" as the Minority Entrepreneurship Advisory Board established under section 4(a). It further defines "small business concern" by reference to 15 U.S.C. 632(a) and incorporates existing statutory definitions for "Administrator," "historically Black college or university," "minority," "minority-serving institution," and "Under Secretary."

This section directs the Small Business Administration (SBA) Administrator, in consultation with the Under Secretary, to establish a grant program within the SBA not later than 180 days after enactment to create or expand programs at minority-serving institutions (MSIs) and historically Black colleges and universities (HBCUs) that foster minority business ownership among student entrepreneurs. Grants, each not less than $250,000, may be used to provide business development resources such as free legal, accounting, human resources, information technology, marketing, training, counseling, networking, technical assistance, and access to capital for forming new businesses. Grantees must submit mid-year and year-end reports to the Administrator detailing student entrepreneurs trained, businesses created (including name, description, and grant funds used), referrals to SBA resources, and program participants (disaggregated by sex, race, and ethnicity where possible). Not later than 18 months after the first grant and annually thereafter, the Administrator must report to Congress on grantees, grant amounts, aggregate outcomes, and unexpended funds. Authorizes $50 million to carry out the program.

This section establishes a Minority Entrepreneurship Advisory Board within the Small Business Administration (SBA) not later than 180 days after enactment of the Act. The board, composed of individuals appointed by the SBA Administrator with expertise in minority-owned small businesses, startups, and business consultation, must develop recommendations on how minority-serving institutions (i.e., those primarily serving minority students) and historically Black colleges and universities can better support minority businesses and entrepreneurs; the SBA must submit those recommendations to Congress not later than 18 months after enactment. The board is exempt from the Federal Advisory Committee Act (5 U.S.C. ch. 10).
