H.R. 380 — Affordable Shipping for All Act

This section prohibits shipping services from charging higher fees to ship the same consumer product or producer good to a noncontiguous area of the United States than the fee charged to ship that product to or from a location in the contiguous United States.

This section defines terms for purposes of the Act: (1) consumer products as finished commodities for end-user use that go directly to the consumer; (2) contiguous United States as the 48 contiguous states and the District of Columbia; (3) noncontiguous area as any part of the United States not physically connected to the contiguous United States, including Alaska, Hawaii, and U.S. commonwealths, territories, or possessions such as Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands; (4) producer goods as raw materials used to produce other products; and (5) shipping services as private companies whose primary business is transporting products for retailers, including the United States Postal Service.
