H.R. 3800 — Keeping Homeownership Costs Down Act

This section amends the National Flood Insurance Act of 1968 to prohibit the FEMA Administrator from deferring issuance of letters of map revision or conditional letters of map revision based on placement of fill (i.e., map changes requested by property owners to remove land from special flood hazard areas after elevating it with fill). The amendment sunsets upon FEMA's full implementation, pursuant to section 7 of the Endangered Species Act of 1973 (16 U.S.C. 1536), of requirements in biological opinions issued separately by the Fish and Wildlife Service and NOAA regarding such letters.
