This section directs the Attorney General to establish, not later than 90 days after enactment, the Elder LGBTQI+ Defense and Enhance Resources (ELDER) Task Force, composed of appointees from the Department of Justice (DOJ) Elder Justice Initiative (which combats elder abuse, neglect, and exploitation) and Division of Civil Rights. The task force must (1) study the increased incidence of elder abuse against LGBTQI+ individuals; (2) develop best practices for a national approach and for state and local law enforcement; (3) develop and distribute educational materials on preventing and responding to such abuse; and (4) coordinate responses among local, state, and federal law enforcement agencies. Not later than one year after enactment, the task force must submit a progress report to the House and Senate Judiciary Committees.
This section defines an "LGBTQI+ individual" as any individual who identifies as lesbian, gay, bisexual, transgender, queer, or intersex or uses other terms to describe being a sexual or gender minority. It further defines "elder abuse" as an intentional act or failure to act that causes or creates a risk of harm to a person aged 60 or older, including (1) physical abuse such as hitting or burning; (2) sexual abuse involving forced or unwanted sexual interaction; (3) emotional or psychological abuse such as threats, harassment, or isolation; (4) neglect of basic needs such as food, water, shelter, clothing, hygiene, or medical care; or (5) financial abuse involving the illegal or unauthorized use of an elder's money, benefits, belongings, property, or assets.
