H.R. 3813 — Special Relationship Military Improvement Act of 2025

This section amends export licensing requirements under the Arms Export Control Act (22 U.S.C. 2778) by (1) extending to the United Kingdom the exemption currently available only to Canada under subsection (f)(3); and (2) revising subsection (j)(1) to exempt the United Kingdom from the requirement to conclude a bilateral agreement for a licensing exemption and to exempt exports effectuating the U.S.-Australia Defense Trade Cooperation Treaty from such requirement, except that the treaty excludes specified sensitive items (i.e., certain complete rocket systems and unmanned aerial vehicles capable of delivering a 500-kilogram payload to 300 kilometers and associated items under Missile Technology Control Regime Category I; related rocket components under Category I, Item 2; Category II items for rockets; toxicological and biological agents under USML Category XIV; nuclear weapons design and testing items under USML Category XVI; and Australian-controlled defense articles). (Thus, these changes facilitate defense trade cooperation with the United Kingdom and Australia while safeguarding proliferation-sensitive technologies.)
