H.R. 3815 — True Justice Act of 2025

This section establishes a public defender grant program, authorizing the Attorney General to award grants to states, units of local government, and public defender offices to provide legal representation to individuals in judicial proceedings after arrest for a criminal offense, including at initial appearance. The section further authorizes grants to states, units of local government, and nonprofit organizations to train public defenders, court-appointed attorneys, and contract attorneys on best practices for such representation, with grant amounts determined based on technology and training costs and the relative size of the recipient's justice system. It authorizes appropriations of $50 million for each of FY2026 through 2030.
