H.R. 3818 — Stop Poisoning Florida Act

This section directs the Secretary of the Army, acting through the Chief of Engineers, to prohibit discharges of water from Lake Okeechobee through the S–308 and S–80 lock and dam structures when water exceeds the maximum microcystin concentration recommended by the Environmental Protection Agency for recreational waters (84 Fed. Reg. 26413, or successor criteria), based on tests conducted by the Secretary, another federal agency, or Florida. (Microcystins are toxins produced by harmful algal blooms, and such discharges have historically contributed to water quality impairments in the Caloosahatchee River and St. Lucie Estuary.)
