H.R. 382 — Exported Carbon Emissions Report Act of 2025

This section requires the Administrator of the Environmental Protection Agency (EPA), not later than 180 days after enactment of this Act and annually thereafter, to collect, calculate, and publish—for each of the previous 10 calendar years—(1) total carbon dioxide and methane emissions released within U.S. boundaries (including territories) from extraction, processing, transportation, combustion, and other use of fossil fuels; and (2) total carbon dioxide and methane emissions released outside U.S. boundaries from leakage and combustion of U.S.-produced or -refined fossil fuels that are exported. In doing so, the EPA Administrator must use the best available scientific information (including direct monitoring, measurements, and disclosures from other governments), be informed by international greenhouse gas accounting standards such as the Greenhouse Gas Protocol, and consult with the Energy Information Administration Administrator and the International Energy Agency executive director; the information must be published widely, including on the EPA website. (Thus, the reports will enable public comparison of trends in domestic versus exported fossil fuel emissions.)
