This section prohibits the use of funds from four federal transportation programs for streetcar procurement, operation, or maintenance. Specifically, the section (1) bars such use of surface transportation block grant program funds apportioned under 23 U.S.C. 133 (i.e., flexible funding for state and local highway, bridge, transit, and related projects); (2) bars such use of congestion mitigation and air quality improvement program funds under 23 U.S.C. 149 (i.e., projects to reduce highway congestion and emissions in areas not meeting Clean Air Act standards); (3) bars such use of urbanized area formula grant funds under 49 U.S.C. 5307 (i.e., Federal Transit Administration grants for public transportation capital and operating expenses in urbanized areas); and (4) bars such use of fixed guideway capital investment grant funds under 49 U.S.C. 5309 (i.e., Federal Transit Administration grants for new or expanded rail, ferry, or bus rapid transit systems).
