H.R. 3833 — Veterans’ Caregiver Appeals Modernization Act of 2025

This section amends the Department of Veterans Affairs (VA) Program of Comprehensive Assistance for Family Caregivers by (1) requiring development and implementation of a single digital system accessible by Veterans Health Administration (VHA) and Board of Veterans' Appeals employees to review family caregiver applications and related documents; (2) clarifying that, if an eligible veteran dies during the pendency of an appeal of a decision on assistance or support under the program, the family caregiver remains eligible for any monthly personal caregiver stipends entitled and due but unpaid as of the veteran's date of death based on evidence in the file; and (3) requiring VHA employees evaluating such appeals to receive the same guidance and training as higher-level adjudicators under 38 U.S.C. 5104B. (As background, the program provides stipends, training, counseling, and other support to family caregivers of veterans or servicemembers with serious service-connected injuries who need personal care services.) The section further directs VA, in developing the digital system, to consider lessons from the Veterans Benefits Management System and potential application to other VHA programs and, in providing appeal training, to consider best practices from disability compensation delivery.
