H.R. 3848 — CLOUD Aircraft Act

This section directs the Secretary of Defense, in coordination with the FAA Administrator, to conduct a study on the feasibility and cost of equipping all Department of Defense fixed-wing and rotary-wing aircraft operating in highly trafficked domestic airspaces—defined as aircraft stationed on or near a commercial service airport (i.e., per 49 U.S.C. 47102) with regular flight patterns in surrounding class B, C, or D airspace—with air-to-air collision detection systems (i.e., airborne systems compatible with traffic alert and collision avoidance systems, or TCAS, to warn pilots of mid-air collisions). The Secretary must submit a report on the study results, recommendations, and implementation timeline to the House Committees on Armed Services and Transportation and Infrastructure not later than 180 days after enactment.
