H.R. 3852 — Reimagining Inclusive Arts Education Act

This section establishes the Inclusive Arts Education Grant Program, under which the Secretary of Education shall award competitive grants not later than 120 days after enactment to eligible entities (i.e., local educational agencies, state educational agencies, or partnerships thereof with institutions of higher education or relevant nonprofits) to promote curricula, best practices, professional development for arts educators and creative arts therapists, and innovative approaches—including creative arts therapies—in elementary and secondary schools that increase access and inclusion for children with disabilities and adapt classroom materials accordingly. Grants are for a period of not more than three years, renewable for one two-year period upon demonstrated success (e.g., student, parent, or teacher satisfaction or program efficacy); provides for reapplication feedback after one year; prohibits awards to local educational agencies served by state grantees or duplicative partnerships; gives priority to entities serving title I schools under the Elementary and Secondary Education Act of 1965; and requires diversity among grantees serving urban, suburban, rural, tribal, and varying socioeconomic areas. Authorizes $15 million in aggregate for FY2026 through FY2030.
