H.R. 3853 — Federal Government Reform Act of 2025

This section directs changes to federal government operations as follows: (1) requires the Director of the Office of Personnel Management to permanently close the Federal Executive Institute (i.e., a leadership training program for senior federal executives) in Charlottesville, Virginia, not later than 90 days after enactment and prohibits obligation or expenditure of federal funds for its activities thereafter; (2) establishes a one-year probationary period for the first year of service of employees receiving career or career-conditional appointments in the competitive service (with specified exceptions, certification by the agency that continued employment serves the public interest, and rules for transfers, reinstatements, U.S. Postal Service employees, special appointing authorities, and first-time supervisors or managers); (3) requires each agency head to submit to the Office of Information and Regulatory Affairs, not later than one year after enactment, a report identifying regulations that impose criminal penalties without clear statutory authority and recommending repeal or revision, and prohibits agencies from issuing any regulation with a criminal penalty unless described in statute; and (4) requires the Archivist of the United States, acting through the Director of the Federal Register, to digitize and automate processes (not later than 90 days after enactment, establish benchmarks ensuring publication of proposed or final rules within statutory deadlines or 24 hours of receipt), and submit annual compliance reports to Congress beginning one year after enactment.

This section directs the Secretary of the Treasury to develop and implement new technologies and partnerships to improve the speed, security, and transparency of payments made to and from the Treasury. Such technologies and partnerships must (1) reduce reliance on paper-based transactions and information technology systems created before 2000 and (2) provide secure digital payment infrastructure for persons, businesses, and agencies.

This section establishes implementation and oversight requirements for the Act, as follows: (1) directs the Director of the Office of Management and Budget (OMB) to oversee agency implementation; (2) requires the head of each affected agency to submit quarterly updates to OMB on updates, reforms, and efficiencies resulting from the Act; and (3) requires OMB to submit to Congress, not later than 180 days after enactment, a comprehensive implementation report on each affected agency.
