This section establishes authority under the Passport Act of 1926 for the Secretary of State to refuse to issue a passport to, or revoke a previously issued passport of, any individual (1) charged with or convicted of providing material support to terrorists under 18 U.S.C. § 2339A or to designated foreign terrorist organizations (FTOs) under 18 U.S.C. § 2339B, or (2) whom the Secretary determines knowingly provided material support to an FTO designated under INA § 219 (8 U.S.C. § 1189). Exceptions permit limited passports for return travel to the United States or issuance in emergency or humanitarian circumstances; denied or revoked individuals may request a hearing within 60 days, with potential restoration if acquitted or the determination is reversed. The Secretary must report such actions to the House Committee on Foreign Affairs and Senate Committee on Foreign Relations within 30 days (in classified or unclassified form); "material support" excludes medicine or religious materials.
