H.R. 3863 — VA Mental Health Outreach and Engagement Act

This section revises VA mental health consultation requirements (redesignated from 38 U.S.C. §1167 as §1169) by (1) changing the heading of subsection (a) to "Initial consultation"; (2) adding new subsection (b) requiring the VA, at least once each year, to offer mental health consultations to assess needs and discuss care options for, and to conduct outreach regarding such consultations and other VA mental health services available to, veterans receiving disability compensation for a service-connected mental health condition; (3) updating cross-references in redesignated subsection (c) to include new subsection (b); and (4) clarifying in redesignated subsection (d) that these activities do not require reevaluation of any veteran's compensation entitlement. This section also requires the Government Accountability Office to report to the congressional Veterans' Affairs Committees by two years after enactment on implementation, including the number of veterans receiving consultations and outreach under new subsection (b), whether veterans reported barriers to such consultations, and any such barriers identified.
