H.R. 3869 — Every Veteran Housed Act

This section expands the definition of "veteran" in 38 U.S.C. chapter 20 (homelessness programs, i.e., grants and services for homeless veterans)—previously limited to individuals who served in active military, naval, air, or space service regardless of length, excluding those with dishonorable discharges or general court-martial sentences—to include any person discharged or released from a period of uniformed service (as defined in 10 U.S.C. 101) under conditions other than dishonorable or by general court-martial, regardless of service length, active or reserve component, active duty status, current service status, or prior discharges under such conditions from other service periods. (Thus, the revision covers short-term reservists, National Guard members, and certain active-duty personnel not previously eligible.) It also makes conforming amendments to (1) deem such service as active service under 38 U.S.C. 106(b) and (2) extend the minimum active-duty service requirement waiver under 38 U.S.C. 5303A to all of chapter 20 (from specified sections).
