H.R. 3873 — KO Cancer Act

This section sets forth congressional findings on cancer as a leading global and U.S. cause of death (nearly 1 in 4 U.S. deaths, or over 15 million lives, since 2000); the benefits of increased awareness for early detection and survival; the role of research and the National Cancer Institute in treatment innovations; and the need for substantial investment, potentially tripling funding, to address mortality and patient impacts.

This section appropriates to the National Cancer Institute (NCI) for cancer research, for each of FY2026 through FY2030 and to remain available until expended, an amount equal to 25% of NCI's total FY2022 appropriation of $6,758,761,000 (i.e., $1,689,690,250 annually), in addition to amounts otherwise available to NCI.

This section directs the Secretary of Health and Human Services, acting through the Commissioner of Food and Drug Administration (FDA), to study the reasons for cancer drug shortages—including economic factors, supply chain failures, delays in drug development and FDA approval, and insufficient generic drugs and biosimilars—and to submit a report with recommendations to the appropriate congressional committees within one year of enactment.
