H.R. 389 — Southern Border Farmers and Ranchers Protection Act

This section establishes the Southern Border Initiative under the Environmental Quality Incentives Program (EQIP), which provides financial and technical assistance to agricultural producers for conservation practices that enhance environmental quality on working lands. (1) The Secretary shall provide payments to producers to implement conservation practices addressing and repairing damage to agricultural land and farming infrastructure on covered land that contributes to natural resource concerns or problems. (2) Contracts for such payments have a one-year term. (3) Covered land means land in specified counties at or near the southern border of Texas, including Brewster, Brooks, Cameron, Crockett, Culberson, Dimmit, Duval, Edwards, El Paso, Frio, Hidalgo, Hudspeth, Jeff Davis, Jim Hogg, Jim Wells, Karnes, Kenedy, Kinney, Kleberg, La Salle, Live Oak, Maverick, McMullen, Pecos, Presidio, Reeves, Starr, Sutton, Terrell, Uvalde, Val Verde, Webb, Willacy, Zapata, and Zavala Counties.
