H.R. 3893 — Employment Abundance Act

This section directs the Federal Acquisition Regulatory Council to issue, not later than one year after enactment, regulations requiring Federal contractors subject to the Federal Acquisition Regulation to (1) review all job classifications in their Federal contract-related workforce, (2) identify positions requiring a bachelor's degree or higher, and (3) determine whether such requirements are necessary for essential job functions. Not later than 180 days after the regulations' effective date, contractors must report to the council on positions lacking such necessity and submit plans to revise them using alternatives such as work experience, certifications, or skills assessments. The section authorizes administrative enforcement, including future contract ineligibility; preserves degree requirements shown necessary for performance or mandated by law, regulation, or licensure; and applies to contracts entered on or after the regulations' effective date.
