This section establishes duty-free treatment under new Harmonized Tariff Schedule (HTS) heading 9903.87.11, effective for 10 years from enactment, for specified parts of bicycles (classified in 35 listed 8-digit HTS headings and subheadings, e.g., 3923.50.00, 8714.91.20) imported for U.S. assembly or manufacturing of complete bicycles (including non-motorized bicycles under HTS heading 8712.00, electric bicycles under 8711.60.00, and trailers under 8716.40.00). Importers must certify intended use to U.S. Customs and Border Protection (CBP) at entry and provide post-assembly documentation; such parts are excluded from additional duties under Section 301 of the Trade Act of 1974 (19 U.S.C. 2411) or other provisions based on their classification. (Thus, the provision carves out these parts from Section 301 tariffs—typically imposed on imports from China—to promote domestic bicycle production.) This section further directs the U.S. International Trade Commission to report to the House Ways and Means and Senate Finance Committees within five years on the provision's effects toward goals of 2 million bicycles produced annually in the U.S. within five years and 5 million within ten years of enactment, and authorizes CBP rulemaking.
