H.R. 3907 — ENROLL Act of 2025

This section revises requirements for the navigator program under Health Insurance Exchanges, effective for plan years beginning on or after January 1, 2026. Specifically, for federally-facilitated Exchanges, it (1) requires navigator grant recipients to be selected based on demonstrated capacity to perform specified duties, without regard to providing information on non-qualified group health plans, and mandates awarding at least one grant annually to a community and consumer-focused nonprofit; (2) expands navigator duties to include providing information on state Medicaid and CHIP programs, conducting plain-language public education on qualified health plan requirements and protections, and performing such duties at any time during the year; (3) requires navigators to maintain a physical presence in the state for in-person consumer assistance; and (4) directs the Secretary to obligate $100 million annually for FY2026 and subsequent fiscal years from health insurance issuer user fees to fund navigators in federally-facilitated Exchanges (available until expended). (As background, navigators are grant recipients that educate consumers and assist with enrollment in qualified health plans through Exchanges, as well as Medicaid and CHIP where applicable.)
