H.R. 3913 — Putting American Students First Act

This section establishes citizenship and residency requirements for individuals to participate in Federal TRIO programs (i.e., outreach and student services programs under the Higher Education Act of 1965 that serve low-income, first-generation, and disabled students). Eligible individuals must be a U.S. national, lawful permanent resident, certain aliens physically present with intent to become permanent residents, citizens or lawful residents of Freely Associated States (i.e., Federated States of Micronesia, Republic of the Marshall Islands, and Republic of Palau), or an alien with Commonwealth of the Northern Mariana Islands (CNMI) resident status; such requirements may not be waived under specified appropriations acts or performance partnership pilot authorities. The section also makes conforming amendments to redesignate subsections and update cross-references in the Higher Education Act, including in the program for Predominantly Black Institutions (20 U.S.C. 1059e).
