This section revises mandatory funding from Commodity Credit Corporation funds and discretionary authorizations of appropriations for the National Animal Health Laboratory Network (NAHLN), National Animal Disease Preparedness and Response Program (NADPRP), and National Animal Vaccine and Veterinary Countermeasures Bank. (The NAHLN funds eligible veterinary diagnostic laboratories to improve biosecurity, testing standardization, data sharing, and emergency preparedness for animal health threats, including bioterrorism. The NADPRP supports surveillance, inspections, outreach, and response to pests and diseases threatening U.S. livestock industries and exports. The vaccine bank maintains stockpiles of animal vaccines and treatments for rapid deployment.) (1) Mandatory funding.—Under subsection (d)(1), requires transfers of $30 million for each of FY2023–2025 (of which ≥$18 million for NADPRP); $233 million for each of FY2026–2029 (of which ≥$10 million for NAHLN, ≥$70 million for NADPRP, and ≥$153 million for the vaccine bank); and $75 million for FY2031 and each year thereafter (of which ≥$45 million for NADPRP). (2) NAHLN authorizations.—Under subsection (d)(2)(A), authorizes $30 million for each of FY2019–2025 and $45 million for each of FY2026–2030, in addition to mandatory funds. (3) NADPRP and vaccine bank authorizations.—Under subsection (d)(2)(B), extends through FY2030 (from FY2023). (4) Funding availability.—Under subsection (e)(1), extends prior-year funds through FY2030 (from FY2023).
