This section requires short-term rentals—defined as properties, including single-family dwellings or units in condominiums, cooperatives, or time-shares, that provide covered services (i.e., temporary lodging, excluding meeting rooms, banquet services, or catering) to the general public for a fee for periods shorter than 30 consecutive days and promoted or sold in interstate commerce—to be equipped with a smoke detector and a carbon monoxide detector, effective one year after enactment. The Federal Trade Commission (FTC) may promulgate implementing regulations using notice-and-comment procedures (5 U.S.C. §553). Violations are treated as unfair or deceptive acts or practices under FTC rule-making authority (15 U.S.C. §57a(a)(1)(B)) and enforced by the FTC using all powers, remedies, penalties, privileges, and immunities under the FTC Act (15 U.S.C. §41 et seq.).
